The Main Schemes Available in 2026
1. LA Flex (Local Authority Flexible Eligibility u til December 2026)
This scheme gives local councils in Lancashire the power to extend ECO4 eligibility to households that don’t meet the standard benefit-based criteria but are still considered to be in or at risk of fuel poverty. If you’ve been told you don’t qualify for ECO4, it’s always worth asking us about LA Flex — you might still be eligible.
2. Warm Homes: Local Grant (from 2026)
Announced as part of the government’s Warm Homes Plan, this scheme provides funding for a wider range of energy efficiency measures — including heat pumps, solar panels, and insulation — for low-income owner-occupiers and private renters. This scheme is being rolled out through local authorities and is expected to benefit many households across Burnley, Pendle, Preston, and Chorley.
Who Is Eligible?
Eligibility criteria vary between schemes, but common qualifying factors include:
- Receiving certain means-tested benefits (e.g. Universal Credit, Pension Credit, Income Support)
- Living in a property with an EPC rating of D, E, F, or G
- Being referred by a local authority through LA Flex
- Having a household income below certain thresholds
- Private renters may also be eligible in some circumstances
